Rwanda's national framework for unmanned aircraft, administered by the Rwanda Civil Aviation Authority (RCAA). Rwanda was the first country in the world to adopt performance-based (outcome-based) drone regulation rather than prescriptive rules, developed in 2018 with the World Economic Forum and positioned as a replicable template; the framework enabled Zipline's national beyond-visual-line-of-sight medical-delivery operations (Zipline live in Rwanda since October 2016).
